Handling for sub-2t GA by the local aeroclub: https://www.vliegclubrotterdam.nl/handling/pilot-briefing Normally parking only on the hard stands on Lima apron available. Payment via credit/debit card at the aeroclub. For extra-Schengen flights or where customs is required, a GENDEC is required and can be submitted via https://www.gendec.eu/
Controllers are very accommodating for small GA; if it is busy or a big jet is incoming, you might need to hold over VRP PAPA or make a 360 or two on downwind. If landing on R06 it might sometimes be better to land a bit longer and exit via V4 instead of attempting a point landing and hard breaking to exit via V3.
Transport is probably easiest by taxi or rental car from the main terminal; there's also a bus line connecting the airport to the public transport system, but it takes a while to get somewhere. Public transport schedule can be checked via https://9292.nl
