You pay the fee at the local aero club Aviation South West (landside). AVGAS pump with self-service for local planes. Visiting aircraft press the big 'fuel' button, and someone comes to refuel and settle the bill. Car rental is available at the airport, but we did not use it. No restaurant in the terminal. Only a coffee/tea corner. Exeter is a nice city to visit.
