PPR and handling for non-based aircraft leading to far higher costs, not precisely known to me.
There seems to be a possibility for "single engine propeller aircraft without commercial passengers" to avoid handling by using the "temporary parking" area (two aircraft total space; no reservations; try your luck) on P5, and (I assume) being taken in and out of the area by a local access pass holder, since it is surrounded by fence topped with barbed wire equipped with gates to which locals have access cards.
There is an Avgas fuel pump on P5. It is my understanding one is allowed to drop off one's passengers at handling, taxi to the pump, fill up and then come back to P2 to park.
The GA / business aviation area is quite close to / shared with the "state" terminal, which, according to persistent stories floating on the Internet, leads to significant difficulties, up to being denied access to one's plane, when a foreign head of state / minister / other high dignitary with security requirements is there or expected.
